Network list service cannot start Error 1068 the dependency service or group failed to start

Hi,
some time ago i found problemon on our server windows 2019 standard. it is rdp server connected to domain.
Here is network profile public and cannot be changed.
In powershell command: get-netconnectionprofile not work - it show error.
In right corner next to time is not icon of network.
If you open netwrok state from settings it will not show any state.
Network list service and some other network services is not possible to start - Error 1068 the dependency service or group failed to start
SFC scan not repair anything.
changing dll files from new installation did not help. (netprofm.dll, netprofmsvc.dll, nlasvc.dll)

What can happen here? and how to repair it.
