[SOLVED] netadaptercx.sys latency while using ethernet, low download speed (<.5Mbps) while using wifi

The netadaptercx.sys latency increases while downloading something, and we are talking the pc becoming unusable, but there is audio pops sometimes while not downloading.
The low download speed only started a few days ago, I didn't use ethernet because of the problem above, and it starts at around 20 MB/s but has an almost exponential decay curve and settles at around 500 KB/s.
I would love some help getting either one of these fixed because its annoying that any way I try connecting to the internet there is a different set of problems.

I realized that I missed my opportunity to get out of windows insider, so I reinstalled windows and it fixed this problem completely. Now I get zero stuttering while downloading at 90MB/s, I guess this can be marked as solved?
