Need help in recovering windows 2016 server after filesystem corruption

Trying to recover OS after filesystem corruption.
sfc /scannow found bunch of damaged files and unable to repair it
dism /online /cleanupimage /scan-health cannot finish with error 2, seems to me it is due to major corruption of components hive
wonder, is it possible to repair it

The COMPONENTS hive is badly damaged, and a number of system files (packages) seems to be missing.

Do you have backups of this system before the filesystem corruption? If you don't have backups I would suggest to perform an in-place-upgrade with the Server 2016 ISO.

In-place upgrade Server 2016
  • Mount the Windows Server ISO and run Setup.exe.
  • Use the option Download and install updates, drivers (recommended) and click Next.
  • In the next screen select the image you want to install.

  • Depending on your Windows Server version and license, you may see a screen prompting you to enter the licensing key.
  • Then accept the EULA. To perform a in-place upgrade, you need to check keep personal files and apps. Then click Next.

  • After clicking Next, an upgrade process will start checking for updates, when this is ready click install to start the in-place upgrade.
 
Unfortunately I don't have backups. I've tried to do in-place-upgrade, it completed, but updates are failing to install.

Okay, but I presume that the log files in the first post are made before you tried the in-place-upgrade. Since you have no backups I would suggest to perform the in-place-upgrade again, so we can look at the remaining issues with Windows Update.
