Need a simple website builder that doen't want $'s when I try to upload it to my host

I can't code.
I need a very simple website builder to build a website for my wife's veterinary hospital
I've tried Wordpress - I couldn't get it to install
I tried Wix - they want money before I can upload it to my host
I tried Weebly - they want money before I can upload it to my host
I tried BlueHost.com tools - and confused myself (they are my host)
I tried Microsoft Expressions - didn't even get started with a header!

Alternatively, how much would it cost to have a pro do this - a flat rate, not a monthly subscription service?

I thought WordPress was more for blogs, rather than website creation? How about Blogger?

I'll give it a go this afternoon. I didn't try it because it's name suggests that it's only for blogs. Didn't know that about WordPress either - thanks!
