My Configuration Registry Database is corrupted

Every time that I attempt to install .Net Framework 3.5, I get an error message that says "The configuration registry database is corrupt."
I've attempted every fix that I can find, on the internet, to no avail. Does anyone know how I can fix this issue?

Please try the update again, then zip and attach C:\Windows\Logs\CBS\CBS.log with your reply.
If it is larger than 8MB, please use a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include the link.
