Monitor Philips 223V7QHSB doesn't go sleep after my pc shut down

Hello,

I am having issues with my two LED monitors. After I shut down the desktop pc, monitor still continue to work and does not goes to sleep or shut downs itself. There is one message which goes around the screen with "Check cable connection".
I used one VGA and one HDMI cable and there is no change after using on both monitors.

The current monitor is model of Philips 223V7QHSB (223V7QHSB/00 Philips Full HD LCD monitor 223V7QHSB V Line 22 (21.5"/54.6 cm diag.) Full HD (1920 x 1080) - Philips Support) with latest driver installed.




OS: Windows 10 Enterprise 2016 LTSB
Motherboard: Asus h81m-k
Graphics: Intel HD4400 (i3-4160)

Check cable connection message is normal as it refers to the fact that the GPU is not sending any image to the screen (because the PC is turrned off).

Earlier I had experience when monitor goes down or sleep (something like these) and does not show any kind of message.
LED light/indicator is also on, not blinking like other situations.

Can I solve this?
 
Did you change your hardware?
I.e., was you using another machine when the monitor went to sleep on its own?
If yes, could you post the other machine details (system specs, especially the graphic card)?

No, I did not change anything.
I am using the same machine all the time.
I thought that this was an issue at the old monitor, but when I bought a new one the problem still exist. :(
 
But did other monitors go to sleep in the past, with the same configuration/hardware?
Or are you referring to other machines?

Check in your bios settings (Advanced - System Agent Configuration - Graphics Configuration) the Render standby option: is it auto, enabled or disabled?
You can also search DPMS/DPST in your BIOS (not sure if they're available).

At the beginning older monitor goes to sleep, but somehow after some time he continued to be turned on.
I thought that this was issue from the old monitor, but when I bought a new one, the problem continues immediately.

It's auto.
I didn't found DPMS/DPST in bios settings.

Did you change any settings in the bios that could explain the current behavior?
Did you already try to load optimized defaults?
Did you use in the past (or are you still using) any software to optimize/tweak windows?
(small list of examples: piriform ccleaner, wisecleaner, kerish doctor, ashampoo WinOptimizer, RegSeeker, TuneUp utilities, GlarySoft utilities, and so forth)

No, I had not made any changes to BIOS.

I am using fresh installation of Win10 only couple of days, so I did not installed any kind of software from this list.
I am using this:

 
I found in BIOS that earlier I had enabled cpu virtualization.
After disabling the function monitor give a message that he is going on a sleep mode and led light/indicator was blinking.

After couple of minutes the monitor has turned on by itself. :(

Is that necessary to remove driver booster and eusing registry cleaner?
I am very satisfied with them.
 
No, I just asked you if you already used them.
If you didn't already use them, they couldn't be the culprits.
But if you used them, we can't exclude they are the problem.
Or you must be sure that you had the problem even without them, after the clean installation of windows.

I think that the problem existed even without them

I had just remove them just to see if anything changes and unfortunately monitor still is turned on after shutting down the pc.
 
If I correctly understood, you tried to use the VGA connection (between your monitor and your pc), but the monitor still didn't shutdown.
Does this happen only with this kind of OS (Windows 10 Enterprise 2016 LTSB)?
I.e., did you check if this happens even on another OS (Win10 Home or Pro), with the VGA connection?
 
Previous I used Windows 10 Pro with old monitor with VGA cable. There was not HDMI or DVI output. The old monitor was not shutting down.
Later I bought a new monitor and installed Windows 10 Enterprise LTSB. Now I am able to use VGA and HDMI cables and on both cables, the monitor is not shutting down.
 
Try these:
- Control Panel\Hardware and Sound\Power Options\System Settings - change settings that are currently unavailable - untick turn on fast startup - ok
- From an elevated command prompt run this command: powercfg /h off

Shutdown your pc and see if it worked.

EDIT*
I didn't run as administrator so that was the error from cmd.
After I used run as administrator there was no error.
But after I shut down the computer, there is a different message on the screen of the monitor which is also blinking and almost impossible to read the text so it was difficult to understand "No video input"
Also forgot to mention that I am using SSD from Samsung 850 Evo which also comes with Samsung Magician software.
 
Try this: first log off (of windows), then shutdown.

Note:
I tried to shutdown my machine and the monitor was turned off (with both fast startup enabled and disabled): W10 home x64 v1709b16299 and VGA connection.
It works also on another machine: Win10 pro x64 v1709b16299 and DVI-D connection (but the monitor must be switched on with its button at windows startup).

I tried to log off then shutdown but everything is the same. :(
He went to go sleep but after a couple of minutes by itself he turned on.

Damm, this thing is so annoying.
