Open an elevate command prompt and copy and paste this into it sfc /scannow hit enter and let it run, let me know the output please.

Are you running any other Anti Virus or Firewalls? Other than this, I'm out of ideas except for a repair upgrade. It won't mess with your personal apps or files. How to: Perform a Repair Upgrade Using the Windows 10 ISO file

Try the repair upgrade, it will refresh and get rid of any corruption plus update you to the latest version while letting you keep your personal files and apps if you choose.
