KB5039227 fails on Windows Server 2022 with error 0x80073701

Hello,

I'm currently unable to find the source of this failure. KB5039227 fails to install at around 3% it goes straight to 100% and fails.
I've tried the usual: services restarting, Softwaree Download reset, etc....
src/scannow finish without error and DISM also
