KB4577015 fails to commit on Windows Server 2016

Dear Sysnative,

I`m a bit hopeless about applying windows update. I have Windows Server 2016 standard which runs in a non-internet connected environment. I downloaded the latest cumulative update from Microsoft repository and would like to install it. this would be the 1st update installed.

sfc /scannow didn`t find any problem nor Dism /Online /Cleanup-Image /RestoreHealth did. Run the SFCFix, the log is pasted below.
