[SOLVED] KB4284826 fails to install on Win7

Windows Update consistently fails to install "2018-06 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4284826)".

Previously, other Important Security Monthly Quality Rollups have failed. KB4284826 is currently the only important update left to be installed on my system - the other failed ones have ceased being displayed.

I have updated all drivers using Driver Booster; sfc /scannow does not find any integrity violations; CheckSUR.log shows "No errors detected".

I set up for a Clean Boot, except could not stop the Service for Norton AV. I tried the update anyway and it failed. The only approach I can think of is to completely uninstall Norton and then attempt the update. Should I do that?
 
Uninstalled Norton AV; did a Clean Boot; tried Update; Update failed; re-installed Norton (painfully).
 
Can you create a new user account call it Test, give it Admin privileges, log onto it and try updating again?

When it fails, at what percentage does it fail?
 
Created Admin user Test; logged in as Test; attempted update; after Restart - failed at 11%.
