This KB has been "stuck" on my system for a few months. It's a little unusual in that it supposedly requires a double-boot following successful installation, and in my case then a double-boot after each failure, in order to roll back the attempted changes.
The KB fails during the installation process (at 61%), always during the first reboot. There is no BSOD, and my system recovers gracefully after the following two reboots to undo the failed install...and then when I next shutdown the computer, we do it all over again. :-(
"sfc /scannow" reports:
But when I reboot I go through the failed update process again, and afterwards "sfc /scannow" gives me the same error.
I do see that C:\Windows\winsxs\reboot.xml exists, but I cannot rename or remove it.

There is a system repair pending which requires reboot to complete. Restart
Windows and run sfc again.
