Is kernel timer latency supposed to be this high (11k+)

I get 11-12k kernel timer latency in latency mon, trying to solve audio skipping and frame skipping (they happen together). When it happens my entire computer seems to run at 4 frames per second and audio seems to match the fps so it sounds very choppy.

Here is my latency mon just after starting it (never shows below 11k no matter how long I leave it running)

When the audio and frame skipping happens nothing shows up in latency mon, it just continues to show 11-12k.

One weird thing I noticed is when I have dpc checker open at the same time as latency mon (a supposedly outdated program that I was told not to use) both programs show only 20-40 us instead of 11k. But as soon as I close dpc checker latency mon shows the latency has gone back up to 11k. It only does this with that program and I am confused why it does it, it is like dpc checker somehow alters the latency that latency mon reads.
