Try uninstalling the Platform Update (Platform update for Windows 7 SP1 and Windows Server 2008 R2 SP1). If that fixes it, you will also need to install the IE 10 and IE 11 Blocking Toolkits (Download Toolkit to Disable Automatic Delivery of Internet Explorer 10 from Official Microsoft Download Center and Download Toolkit to Disable Automatic Delivery of Internet Explorer 11 from Official Microsoft Download Center) to prevent an automated upgrade.
