IE9 is installed, won't uninstall, IE11 won't install, and IE9/IE11 BOTH show in upda

IE9 ABOUT info:
version 9.0.8112.16421
Updates versions 9.0.15 (KB2817183)

Problem:

This IE9 mentioned above is working fine.

I can not update to IE10, ERROR 9c59

I can NOT uninstall IE9

If I download ie9, 10 or 11 manually, they will NOT install.

The compressed CBS folder was over 10MB so I placed it at Download CBS.zip from Sendspace.com - send big files the easy way
