IE10 Fails to Install

I have a handful of machines (Windows Enterprise 7 sp1) from the same 2013 sysprep image that all fail to accept IE10. I've selected a target and am attaching the cbs.zip. I am hopeful that someone can give me any ideas. sfc /scannow passes and the System Update Readiness Tool for Windows 7 (KB947821) has been run.
