Not sure "these days" really applies to that philosophy. "
Format and re-install" as been the often misguided advice given since DOS days and before.
For sure, when it comes to mission critical systems where any downtime is unacceptable, getting the system back on-line and into production ASAP is essential. But most users do not have, nor are they responsible for mission critical systems, regardless how important they believe their gaming rig is.
The problem (problems) with that action has always been the same. Among other issues, (1) it often doesn't fix the problem - especially if hardware related. (2) All personal data, installed programs, and user customizations are lost. (3) In the "unlikely"
event the user actually had backups, the corrupted or infected file was frequently in the backup so they often simply reinstalled the problem back onto the computer.
And (4), and perhaps most importantly, if the reinstall actually fixed the problem, nothing is learned in order to prevent recurrence.
That said, I admit "these days" with Windows inherent backup features, it is more likely a viable backup (at least of the user's important files) is available. But regardless, such a recovery/restore will not fix a hardware problem - or inform the user what was wrong in the first place in order to take the necessary precautions to keep from doing it again.
