Fresh Win7 64-bit Ultimate install fails on 2 updates (KB4534310, KB915597)

Did a fresh install of Win 7. Got the first few updates (like the rollup) with WHDownloader, in the suggested order. After a few more updates and restarts, I am stuck with these two repeatedly failing to install. I think I have about 10 new system restore points now from trying to install them. I restarted several times, nothing.

I followed the instructions here: Windows Update Forum Posting Instructions

1. Did the sfc /scannow (no violations found)
2. Did SFCFix: nothing found, but it failed that Step 1 thing (failure online or sth) and it also failed to create some zip files or something, which doesn't seem to show up in the log.
3. Did the Microsoft Update fix tool (forgot the name), no errors found

My CBS log folder is multiple gigabytes. Took the freedom to compress it with 7zip because it tends to do better with text files than normal zip. Resulting file is about 60 MB: 63.8 MB file on MEGA

Any help is appreciated. Not sure what went wrong. I should maybe also mention I installed NTLite as one of the first things on the fresh install, didn't even start until I did the rollups though, then I used it to create an updated Win 7 install DVD. Not sure if it's related in any way, but thought I'd mention it. I also installed a lot of tools and Visual Studio 2019, however this issue possibly existed already before I installed Visual Studio I believe.
