FPS drops/stutters

Hello, I've been experiencing a very weird and frustrating issue.

I've been having FPS drops and stuttering in all games, it usually occurs when something inexpected happens in the game, something that hadn't been previously loaded, for example a random rare mob appears in an area or a new player enters it and the game has to load all necessary info, then the FPS drops to or close to 0 and frame time latency goes really high. Because of that I thought this was HDD related so I transferred all the games in an external HD but the problem persists. I ran all possible stability tests, gpu/cpu/mem/hdd tests. All my drivers are up to date and I have tried uninstalling all antivirus/antimalware and firewall softwares, killing all unnecessary processes before running the games but the problem was still there.

I already tried so many things with no luck so far. I just ran Windows Performance Recorder but I can't understand it much to get to the root of this problem, although I noticed that when those FPS drops/stutters occur I can see variations on the behavior of the CPU idle state Type: Target, it drops for some reason. Could this be power related even though my PSU is strong (850W)? I've already disabled all power saving features from the MOBO and set windows performance to high. Could someone help me?
