Failure Message 800703F1

I have been unable to update my computer for some time. I am stuck with Windows 8. I think the lack of security updates is preventing me from seeing 8.1 in the Windows store.

I went to the Windows folder for the CBS folder, but there was only a CBStemp folder. I zipped it anyway, so here it is.
