I wonder if anyone can help how to resolve these failed update. Thank you

( I have not attempted SFCFix Official Download - Repair Windows Update yet but will do and post here an update)

Uh, why is your machine still trying to download updates for Version 1903?

If you are actually still on Verison 1903, then definitely first try: Doing a Windows 10 Repair Install or Feature Update Using the Windows 10 ISO file
You would be doing an in-place Feature Update if you are still on 1903.
