Error Code 80070246, Help?

For a few months actually, I've been unable to install 3 updates to Windows 8, preventing me from updating to Windows 8.1. For a while, this wasn't an particularly pressing issue, but recently upon trying to instal Visual Studio Express 2013 on the computer, it fails upon the .Net 4.5.1 installation due to this inability to update. I've tried a couple of "solutions", but to no avail. Could someone possibly point me in the right direction with this? I really need VS installed soon, and this is honestly infuriating. :s5:
