Alright, so I did the instructions you gave me, and it went well overall. The update was uninstalled, and the new one was installed. That being said, 2 notes: It did not ask me to restart PC I didnt extract anything. The file you supplied was already in .cab format. So I just moved it to C:/, and ran the command you gave me.
