Check for a BIOS update from your system manufacturer.
Make sure that your video drivers are updated for your NVIDIA GeForce GTX 1060.
Make sure that your audio drivers are updated as well.

Did you install it (maybe some type of system optimization app?)
Do you have a 3rd party firewall installed or an "Internet Security" app?
I'm very surprised to hear that the problem exists when running in safemode.
This would tend to indicate that the actual problem lies with some type of "unknown hardware fault or failure" vs. a software or driver problem.
Did you build the system or purchase it as an OEM system (Original Equip Mfg - Dell, HP, etc...)?
