DPC/ISR Latency Persisting for Several Months

Brief Description: Hello, everyone. I am currently dealing with excessively high DPC/ISR latency seemingly stemming from the usual suspects - nvlddmkim.sys, storport.sys, and wdf01000.sys, amongst a few others. I have done just about everything I can find on the known internet, including but not limited to: new Mobo, switching PCIe gen from 4 to 3, updating bios, attempting to remove audio/USB devices in Device Manager, everything involving power states and performance modes in Windows, along with I'm sure a dozen other things.
OS: Windows 10 x64 Retail Version
Original OS: Windows 10
Age of System: Mobo is less than a month old, most other parts are about 5 months old, PSU is about a year or two.
Age of OS: 5 months
Re-Install: Not yet, as most report that it does not fix the issue.
System Manufacturer: Custom built desktop
Motherboard: MSI X570 Tomahawk WIFI
CPU: AMD Ryzen 9 5950X
RAM: 4x 16 GB 3200mhz TridentZ RGB Model F4-3200C16D-16GTZR
GPU: EVGA RTX 3080 FTW3 Ultra
PSU: EVGA G3 750 W 80+ Gold
Driver Verifier: Never used, due to horror stories online.
Windows Defender and Malware Bytes
No VPN at the moment
No Disk Imaging Tools
No OC software active or installed, all stock speeds.
