Downloading stuck at 0% on Windows 10 Pro

I have tried everything, SFC scan, DISM, Disabled Defender, Restarted the machine countless times, cleared Carrot2, and SoftwareDistribution folder. Nothing is working. Anyone has any suggestion for me.
