Do these Tcp global parameters have anything to do with my dcp latency?

I'm using wireless and even though there is a wall between me and the router it is probably at max 4 feet away. I was told here before that the latency was because of my wireless adapter. And I have never ever known about these settings before and just stumbled upon a forum post on google talking about them but they didn't say too much. Anything that can be done with these to help?
