DISM command throwing up errors

I installed Windows 10 on a VM. I noticed that the "Winsxs" folder was filling up beyond acceptable limits and without any reason at all. I had disabled the Defender, Windows updates and also did not install any new software.


When I run the command "Dism.exe /online /Cleanup-Image /StartComponentCleanup" I receive an error like :- Imgur: The magic of the Internet

Similarly I cannot run any DISM commands since I receive the error same as above for them all.
