Crash and upon restart: "api-ms-win-downlevel-shlwapi-l1-1-0.dll is missing"

Hey guys,

Third time I am typing this so excuse my briefness.

My PC had a crash last night while getting frame rate drops on a game i usually have high fps on, and upon restarting i get the error message "api-ms-win-downlevel-shlwapi-l1-1-0.dll is missing" when i try to open/install applications.

Windows updated yesterday before the crash.

Any ideas for what has happened/how to fix?
Help would be appreciated since i think my pc is broke :(

Have you run SFC.EXE /SCANNOW from an elevated (Run as administrator) Command Prompt? If so, what were the results?
Have you run These DISM commands from an elevated (Run as administrator) Command Prompt?:
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth

What OS are you using? Are you fully up to date on Windows Updates?

Please search your hard drive for copies of this file ( api-ms-win-downlevel-shlwapi-l1-1-0.dll ).
On my Win8.1 64 bit installation I have 4 copies of it:

- C:\Windows\System32
Last Modified: ‎Thursday, ‎August ‎22, ‎2013, ‏‎7:45:47 AM

- C:\Windows\SysWOW64
Last Modified: ‎Thursday, ‎August ‎22, ‎2013, ‏‎12:17:38 AM

- C:\Windows\WinSxS\amd64_microsoft-windows-shellapinamespace_31bf3856ad364e35_6.3.9600.16384_none_00ab70a0f558274f
Last Modified: ‎Thursday, ‎August ‎22, ‎2013, ‏‎7:45:47 AM

I'm on windows 7 ultimate.
I haven't run those, how do I do this?
I'm sure some of the .dlls are corrupted like i've read from similar threads, I tried a system restore and it was the same case.
Should I just reinstall windows? no big issue to do so

After running SFC.EXE/SCANNOW it replied with:

"Windows Resource Protection found corrupt files but was unable to fix some of them."

Running the rest of the commands replied "Error 87"
could be something to do with the fact my network drivers are not working.

I have the files in:
C:\Windows\System32
and
C:\Windows\winsxs\amd64_microsoft-windows-downlevelapisets-shell_31bf3856ad364e35_7.1.7601.16492_none_2b20f882c1c0eaca
nowhere else

Why do you believe that your networking drivers are not working?

Are you running Ethernet or wifi?

I didn't have connection when my Ethernet cable was plugged in. I was posting from my laptop.

It's all okay now I re-imaged and everything is working fine. I will post again if anything comes up.
