Constant BSOD on new PC build

A brief description of your problem (but you can also include the steps you tried)
I built this PC last week, ran fine for a few days and in the last 3 days it just started BSOD very regularly, like 3-5 times a hour. When I first built, I did not have my video card/case so I was using an old 980 Ti and my previous case. Since then I have installed my new card and case, but after the BSOD started I went back to the old card and the issue was still occurring. I have wiped/formatted the HD and reinstalled windows, I have swapped to 2 different know working video cards and swapped a set of know working RAM sticks and the same BSOD occur with the same frequency. At one point I didn't have any software installed and still had BSOD, I have tried every combination of software I am currently using and it doesn't seem to affect anything. I have corsair icue, logitech ghub, gigabyte rgb fusion and evga precision x1.
Also after the 1st wipe I wasn't able to use the windows reset tool with the 3090 installed since it didn't detect the GPU, so I deiced to start all the way fresh and reformatted the HD using a usb boot, while I was navigating threw the menus before windows ever started to install I go another BSOD, even while I typed out this I have BSOD 4 times.

This driver has been causing BSOD in multiple threads.

As a trial and error step please uninstall the software related to:

EneTechIo
C:\Windows\system32\drivers\ene.sys

Unfortantly I already installed fresh windows so I am not running the driver verifier anymore, so that driver was for the lighting control for the mother board, the logs i attached for the bsod were before I formatted/reinstalled windows, and I am still bsod on a fresh install with absolutely nothing installed, would that driver still be present though a format and reinstall?

The driver was present in the BSOD dump files.

After a new BSOD please upload new Sysnative log collector results.

And search for ene.sys

The ene.sys driver is no longer installed.

The bugchecks have been A and 50.
(There is currently a Microsoft symbol problem preventing full debugging)

Place the computer in safe mode (shift + restart) > post new log collector files or any BSOD.
Boot into Safe Mode on Windows 10

I am currently in safe mode w/ networking, a bit confused on what you need me to do, do I just need to run the collector again or just wait and see if a bsod occurs and then post those results, sorry this is way above my tech umbrella

Run Memtest86 version 8.4 (or newer version if available) for four passes.
Repeat the test so that eight passes are performed.

MemTest86 - Official Site of the x86 Memory Testing Tool

Use a camera or smart phone camera to take pictures and post images into the thread.
In case there are any problems uploading images use share links (one drive, drop box, or google drive)

Memtest86 has a feature to produce a text report.
Please post this in addition to the images.

I ran 6 passes with memtest86 prior to coming to here, nothing was found, I swapped the original ram into another pc and took the know working ram and it yielded the same results of constant bsod but on the other machine both rams sets never had any problems. I will start the test now,

Some steps that were performed may need to be repeated.

Please post images of any results into the thread.

For swap testing two tests can be performed:
a) Test new RAM in the problematic computer
b) Test RAM from the problematic computer in another computer

Were you able to perform both tests?

Yes I completed A and B, the sake of clarity I will refer to this PC as (N) for new and the (O) for the old
I took the ram from N and put it in O and O worked fine for about 12 hours, I took the ran from O and put it in N and BSOD at about the same rate. I tested both (with both combinations of A and B) with and without XMP, it did not seem to make a difference in either machine. Aside from enabling XMP I did not change/adjust anything else.

CPU, GPU, Drive, Motherboard, PSU ?

I swapped GPU and PSU, tomorrow I have another cpu and mobo coming and a spare ssd if it comes to that.
I also swapped the case and tried with nothing from the cases plugged in, using a jumper to turn it on and same scenario.

Im about to head to bed, thank you for the help, this has been and still is a massive head ache. The 1st pass is almost finished, i will post a picture of it, but I will have to cancel the rest for tonight. Currently at 91% with 0 errors

Massive memory_corruption seems the cause, not the symbols^^
instead of 3200mhz Dimms, the report shows 2133mhz Dimms ( 2 sticks a 16GB) while the CPU runs at 3500MHz
check the Vendor list for compatibility, insert and reinstall that damaged Win.

Update, I ordered a new mobo and cpu, but the cpu turns out wasn't in stock, so I hooked up the new mobo, ASUS Rog Strix z490-E and I bsod before I finished installing windows, I swapped out the m.2 for a different sata ssd, completed the windows install, started performing windows updates and bsod again, same error as before fault non paged w/e. I left everything on the default settings, did not enable xmp or anything else. So the only thing I have not swapped recently is the PSU and the CPU, unfortunately I do not have another lga 1200 cpu. I can attach the most recent bsod report if I can last long enough to post it if needed.
The bios is on version 0607, which according to ROG STRIX Z490-E GAMING | ROG Strix | Gaming Motherboards｜ROG - Republic of Gamers｜ROG USA should work
The ram is model #F4-3600C16D-32GTZNC, which is NOT on the list of approved ram, but the 16 gb varriant (2x8) is, Could that be a problem?

According to g.skill the ram is compatible with this board and the gigabyte vision g F4-3600C16D-32GTZNC-G.SKILL International Enterprise Co., Ltd.
I just started another memtest, I will post when that concludes
