Can't update Windows or run sfc

I'm trying to install the update:2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5039895)
but get the error:Install error - 0x800700c1
I cant run sfc as it tells me that Windows Resource Protection could not start the repair service, and Dism restorehealth gets stuck at 63.2% but I did manage to get a scanhealth. Attached files are below. Windows 11, version 23H2 also gets an error but I can't see it right now as it is redownloading.
