Can't fix 2021-09 Cumulative Update for Windows Server 2019 for x64-based Systems (KB5005568) - Error 0x800f0982

Hello!

Having issues applying cumulative updates for the past few months on a server. Normal troubleshooting hasn't worked. I have followed the steps as detailed in the Windows Update Forum Posting Instructions.
