I am having this problem for about 5 years now.
As far as I know I am having some problems with IE and Java Script too (lack of updates??).
When I do update check it always finds the same updates I already installed (unsuccesfully) over and over again.

I did the SFC scan - no corruptions detected

Hi and welcome to Sysnative. Please start with the following.

Step#1 - System Update Readiness Tool (SUR)
1. Download and run the following file.
2. When it asks you if you wish to install, please answer yes. Note: It could take 15 minutes or more to run. Please don't cancel.
3. You will get an Installation Complete screen when it's done running.
4. Please attach the log from the following location. C:\Windows\Logs\CBS\CheckSUR.log
Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

OK, manually download KB4014793 and then install. Let me know if the install is successful. If you get an error during the install, then please copy the following file to your desktop
c:\windows\logs\cbs.log

Then zip/attach the file to your next post.
