Can i upgrade to 64 bit windows 10 as i am having 64 based processor but running 32 bit OS

32bit and 64bit are different systems internally, only a reinstall allows for this 'upgrade'.

means i can convert my windows 10 32x to 64x through the clean reinstall of windows?
Is there any risk of failure of keyboard, mouse, display and any other hardware internally attached to laptop after upgrading to 64 bit?

I am surprised you even have 32-bit Windows 10. What hardware is this running on? If you were previously running 32-bit W7 or W8 and upgraded to W10, you got the 32-bit version of W10. Or some tablets and netbooks came with the 32-bit W10. But even the 64-bit version of Windows 7 (and W8) dominated sales. So must upgraders automatically ended up with the 64-bit version.

You ask if you can upgrade, yes you can. But as suggested it has to be via a clean install. So backup all the data you don't want to lose first.

The good news is it is free to upgrade from 32-bit W10 to 64-bit W10.

i have 4 GB of Ram and in brackets it shows 2.44 GB usable.....is it because of 32 bit only?

I believe 32bits has an impact on it (suggesting 64bits has less impact on it but I'm not confident about this), but also because there's always some memory reserved for hardware. Even if you were to add RAM and use Windows 64 bit, not all the memory that is installed would be available.
See The usable memory may be less than the installed memory on Windows 7-based computers (This isn't limited to Windows 7 even though it states Windows 7 specifically)

I wanna to clean install my PC....but i am worried that if there is any stop of hardware device like video card, touchpad, keyboard, etc....as the drivers installed are of 32 bit architecture

Could be. But you still have not told us about your computer. Does it have a dedicated graphics card, or does it use integrated graphics? Does it support 64-bit Windows? Can you install more than 4GB of RAM?

Typically, with 32-bit Windows and 4GB installed, you would have 3.2 - 3.4GB usable RAM. So having only 2.44GB is odd.

If you want to clean install 64-bit Windows 10, you MUST take a full system image backup of your existing 32-bit install before doing so. And if you have that backup, and something were not to work under 64-bit Windows 10 (which is very unlikely) then you have it to restore from.

There is no way to know exactly how your machine will work with 64-bit Windows 10 without actually installing 64-bit Windows 10.

Please ensure that you do a complete backup beforehand, however, like @Digerati mentioned, it is a little peculiar that you only have 2.44GB usable RAM. I also find it a little strange that you have 4GB RAM with a x64 processor? Is the machine custom built or did you buy it from a store?

Windows will install it's "default" drivers during the installation process. However, if you're using a particular keyboard or mouse etc. then I would double check that they provide x64 drivers beforehand. Although, it would be very unusual for a manufacturer to not provide a x64 version.

Windows 10 is usually pretty good with the driver business.
Normally it will automatically install everything you need.
In case something is missing you need to check whats missing using the device manager, and check with your motherboard manufacturer website.

And you'd be very well advised to get at least 8GB of RAM in that box, too.
Okay....i will
I just wanted to make sure that you had a x64 processor.

If you want to get a 64-bit OS, then you need to perform a clean install after backing up your data first.
ya....its mentioned in the specifications that its x64 processor.
