[SOLVED] BSOD IRQL not less or equal

I wasn't keeping track of my hard drive disk space and ran out of memory. Ever since, when I get to the login screen or shortly after logging in the "IRQL not less or equal" error comes up and the computer restarts.

OS - Windows 8.1 x64 (originally installed, OEM I believe)
Bought in 2014, have not reinstalled OS
Intel Core i7-4500U CPU 1.80 GHz
Intel HD Graphics Family, NVIDIA GeForce GT 750M
Laptop
Dell Inspiron 15 7537
Service Tag HRTR3Z1
Reg Model P36F

Tried SFC and DISM but get this:

Can only run the laptop in safe mode right now. Appreciate any help or advice!

Welcome to Sysnative. 👋

It looks like a driver from Intel Smart Connect Technology is causing these crashes. Remove Intel Smart Connect Technology from the control panel and try to boot normally.

Please post back how things go.

Thanks for the reply. I am getting the message "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed." Looking into how to get around this.
 
Uninstalled Intel Smart Connect Technology, so far so good. Super happy thanks for your help!

Will it be an issue in the future to not have Intel Smart Connect Technology?
 
Intel Smart Connect Technology, according to Intel, is supposed to help with periodically updating programs. However, it's been discontinued years ago and the number of programs actually supporting it is slim. You will not have issues without Intel Smart Connect Technology.
