Audio crackling and high ISR/DPC latency

I've searching around the internet for days and I still can't figure out what's going on. I've installed and uninstalled most of my drivers and nothing happens. Also tried using an external sound card.

[SOLVED] I tried everything, this cracking sound drove me crazy, the latency problem was insane, did everything. but finally a simple solution. Just reinstall the video card drivers (CLEAN INSTALL), the problem goes away like magic.
I am using Win 8.1 AMD Radeon R9 Intel 6 core 3.3 -

First make sure you are not infected. I recommend using RogueKiller, it is very effective and free
