All updates stuck at "Downloading - 0%" - Windows 11 22631.2861

Hi!
I've been having problem with Windows Update, allupdates are stuck at Downloading 0%. I've tried the troubleshooter, deleting SoftwareDistribution, running 'sfc /scannow' and 'Dism /Online /Cleanup-Image /RestoreHealth', as well as a bunch of other supposed fixes i've seen online, to no avail.

I would really appreciate some help with this, as I'm trying to avoid a clean reinstall of W11.

Ive got a few different error codes as well:
0x80070003
0x80d02002
0x80048823

Don't know if it's realated at all but I got an error message today:
Error in C:\\WINDOWS\system32\PcaSvc.dll
Missing entry: PcaWallpaperAppDetect

Also one update moved up to 9% and got stuck there instead of 0% like all the others

Do I have to perform a clean install?
