All CUs on Server 2022 fail with 0x800f0831

For many months all Cumulative Updates on a Server 2022 fail with 0x800f0831. All other updates install fine. I already did the usual things:

• sfc /scannow (nothing found)
• dism /online /cleanup-image /restorehealth (nothing found)
• dism /online /cleanup-image /startcomponentcleanup /resetbase
  • dism /online /cleanup-image /restorehealth /source:wim:C:\sources\install.wim /LimitAccess
• Deleted C:\Windows\SoftwareDistribution
• Deleted C:\Windows\System32\catroot2
• Download current CU from Microsoft Update Catalog and manually install it (same error)

Checked cbs.log and found some errors about missing manifests from KB5042881. Downloaded KB5042881 and tried to installit: Took a while, but finally failed.

There is no subfolder "inst" in C:\Windows\SoftwareDistribution\Download\078476cf27c5bfede6598961729c69ec
