2024-10 Cumulative Update for Windows Server 2019 (1809) for x64-based Systems (KB5044277) - Error 0x800f0988

Dear Sysnative and fellow windows update gurus,

One server out of four (identically ordered and delivered) has given me headaches since the start.
Cumulative updates on this one server always seemed to fail. I never got an answer really, however, now it is becoming a real issue (Hyper-V and S2D bug fixes).

I have cleared the SoftwareDistribution and catroot2 directories, I even tried to use DISM's source to one of the other servers that does update (this might have caused a newer error).

Initially the error in CBS was:

So I tried to reinstall KB5025229 (Cumulative update 2023-04), but it just said it was already there, and uninstalling gave an error that it is "required".
DISM sourcing with another server that already had this patch gave a delta type error (doing SFC / DISM did not provide any errors):

And now I can't even return to the original error
