2019 Defender Install - Error: 0x80073701

I have tried everything combination of DISM & sfc command that I can find, across dozens of articles, and cannot get Defender installed via the Features function of Server Manager. I get the missing assembly error every time.

Any help you can provide would be highly appreciated.
