„Windows 11“ updating does not work. 0x80004005, 0xC1900101 - 0x30018

It seems like even after doing a clean install and doing a disk copy, „Windows Update“ does not like it for some reason. „DISM“ does not like being run, and „Windows Update“ does not like to be run, but if I move to a higher tier build („Insider“), then it does update, but cumulative updates do not seem to work for me. „Windows update“ just goes to 100% and gives an error – 0x80004005.

Tried sfc /scannow, did nothing and DISM, even in offline does not seem to do much.

If I try using an ISO file to update to or using a repair version from „Windows Update“ it does everything fine, until it reboots on the second time, goes to 60% and then reboots again with „Undoing changes to your computer“.

I even tried using clean installs, but even those have problems with „Windows Update“ for some reason... Can't even add .NET 3.5 or other features as they fail with different errors half the time. I did try like 50 „Windows Update“ reset scripts, and sadly none of them produced any results.

I have a feeling that some driver, that is installed by „Windows“ is causing this.
It doesn't matter if it is an „Insider“ build or stable, just that upgrading from a lower build to a higher one, does in fact, somehow, unexplainably work, but then even after that, no cumulative updates will install still???
