Freezes in safe mode is not a good sign, do you happen to still have warranty on your laptop?

I can only perform some functions in Safe Mode, I can use Command Prompt, I can access Device Manager for instance but I can't search. It takes awhile to be able to load Device Manager, it's as if something is trying to load in the background.
I tried to click on "Apps & Preferences" when I was trying to figure out how to delete those programs. I let it run for quite awhile and got the message that "plug-ins failed to load" and when I rebooted the next day into Safe Mode, Google Chrome now appeared on the Desktop along with Microsoft Edge.
No, there's no more warranty on it.
I can try and delete those programs from your previous post using Command Prompt - did some research on how to do it.

I couldn't uninstall the programs you listed using wmic because those particular programs are not MSI based so they aren't listed when I use the "product get name" command. Since I'm now able to login to Safe Mode and use file explorer I ran the BSOD collection app and have attached the zip file in case it helps to diagnose the problem. I was not connected to the internet when I ran it. Thanks.

I was able to get into the Control Panel using the command prompt in Safe Mode. I am now trying to uninstall those programs, however each time I try to do anything it usually takes quite awhile for the operation to complete. I'll let you know if I'm successful in removing these programs. Thanks.

I was checking the dates of Windows Updates and noticed that the last install was on Nov 22nd for Security Update KB5031356. This is about the time when I started to have all the issues with the laptop. I'm not sure if this is a coincidence or part of the problem but thought I'd mention it.

I've attached a screenshot of how the display looks now when I try to boot normally. I left the laptop running for about 3 hours and it never changed, the small circle just kept running.

I assume icons on the taskbar and the desktop should be showing?

Can you open the task manager (press ctrl + shift + esc at the same time to open) and make a screenshot of it ordered by the CPU usage which you can do by clicking on the total percentage of used CPU power. I'd like to see what's running.

Yes, icons should appear on the desktop and tasbar. If I open task manager I briefly get a small spinning circle and then a black screen with the white mouse pointer arrow. I let it run like this for about an hour but no change.

When I run the first command to get the exact package name there is no listing for KB5031356 (It does however show in Windows Updates as a Security Update having been installed on Nov 22nd).
In the list of packages the only thing that shows up for Security Updates on Nov 22nd is:

Is it possible that KB5031356 was never really installed or had issues with installation but the "Fix" was installed? If so, how can I install KB5031356 since it seems like you can't install an update in Safe Mode and I can't get past the BSOD in normal boot.

I learned that the "Package_for_RollupFix" in my screenshot is the KB5031356 and this is the name of the package I need to remove. I tried to remove it using your commands but got a DISM error 0x800f0825 - trying to remove a permanent package.
I did read that this worked for some people - ie. using the package path but I didn't try this as I'm not entirely sure of the package path - DISM /online /Remove-Package {/PackageName:<name_in_image> | /PackagePath:<path_to_cabfile>}
I've also been reading about resetting the Windows Update components individually but not sure if this would work in Safe Mode and would need further guidance to try this.
