This worked. Thank you so much. I have about a dozen machines in this state... some of which I can't install random executables to troubleshoot. Any tips I could use if I can't use the FRST tool?

More info. looks like problem installing updates on this test machine started in November. I looked at installed updates and get errors when trying to uninstall KB4048957 (previous rolloup) or KB4047206 (IE cumulative update).

I have a few client machines that are unable to run windows update to install the monthly roll up KB4343900 (mostly error 80070490 and sometimes 800b0100). These are machines that were low on hard drive space, but even after getting them back up to over 3GB free, the monthly rollup won't...
