[Win7SP1] Dxsetup Bad Image - xactengine2_3.dll not designed or it contains an error

Advised by sfcfix.exe to post, basically trying to play dark souls III off of steam, and every time I try to run it and the first time setup runs, it comes up with an error code saying "C:\Windows\system32\xactengine2_3.dll is either not designed to run on Windows or it contains an error...
