It looks like I was able to resolve this. I found the registry key: x86_microsoft-windows-mediafoundation_31bf3856ad364e35_0.0.0.0_none_c03924e954ebe6b9 and deleted the DWORD value: selfupdate I then successfully applied the June 2018 security only update. Then I tried the latest monthly...

Just to add, the reason I'm installing KB4284867 (2018-06 Security Only Quality Update for Windows 7) is that, for about a year now, I've had issues installing the "monthly rollup" each month. So, I just manually download the "security only" update each month and install that. That has worked...
