[SOLVED] Cannot Upgrade IE 9 to 10 or 11

It has now been fixed! I ran all repairs available to me in the tweaking.com Windows Repair toolbox in Safe mode twice and I was able to upgrade. Thanks again for your time and assistance!

I received a File not found error in the command prompt itself. The .txt file only printed the following: Volume in drive C has no label. Volume Serial Number is 243E-A182 Directory of C:\Windows\servicing\Packages
