[SOLVED] 2018-09 Security Monthly Quality Rollup for Windows 7 for x64-based Systems Fails

This solved my problem. The September Roll-up installed successfully. Now I can shutdown windows and not have an "update" every single night that does nothing. Thank you very much! In a nutshell what was causing this issue?
