Window Explorer and keyboard does not work after restart for half an hour.

Window Explorer and keyboard does not work after restart for half an hour. Double click and mouse right click also doesn't work. After half an hour it starts working. or when we reset Window Group Policy, it starts working. Please provide the solution. This is harassing.
