Running that command yields a pop up menu with syntax, assuming update is not installed (can't locate it in installed updates ) Installed KB4103718. Machine proceeds into same boot loop (blue screen preparing to install update, reboot, keeps looping until I safemode it)

Thank you, unfortunately I am running out of time and have to do a clean install if I don't get this solved very quickly. All data is backed up and I'm ready to try every fix harmful or not. All recommendations welcome

Reboot Loop Failed KB4093118 Win7 Pro 32bit

KB4093118 fails and creates boot loop until I boot into safe mode where it says update has failed code 80070643. I have disabled all startup items, run full HD diagnostics, chkdsk /r, reset all windows update components / deleted windows update cache, ran MS windows update troubleshooter...
