Error Code 80070246, Windows updates failling

The computer is only two years old, although the video card in it (5770) is a bit older. I've only really had issues with Windows Update, but I'll run a few tests. Are there any that you would suggest? Bummer that a reinstall might be the fix, I was hoping to avoid a massive backup and refresh...

I can't seem to run the DISM command, it fails with error code 3017 after about 3 minutes. Here's the error log.

For a few months actually, I've been unable to install 3 updates to Windows 8, preventing me from updating to Windows 8.1. For a while, this wasn't an particularly pressing issue, but recently upon trying to instal Visual Studio Express 2013 on the computer, it fails upon the .Net 4.5.1...
