[Win7 Pro] Freeze and Error

Hello Guys, I'm struggling with an issue, I have a machine that have random "brain freeze" The Machine is fully patched. this is the error always appearing (every minute) EventID 10016 The application-specific permission settings do not grant Local Launch permission for the COM Server...
